Your role: To identify and drive policy initiatives that will advance the U.S. business goals in key therapeutic areas, and to serve as an overall expert on healthcare policy issues that affect the biotechnology and pharmaceutical industries including federal programs, reimbursement and FDA related policies. The Senior Director, Government Policy will monitor and analyze state and federal legislative and regulatory processes and decisions relating to access to prescription drugs and biologics. Identify policy issues that impact research, development, and access to prescription drugs and biologics. Provide senior executives with strategic advice on policy issues affecting the company and its products to inform business planning; and contribute to developing analytically sound, proactive policy positions. Draft slides, summaries and other written materials for internal and external use. You will interact with the Vice President, US Healthcare Government & Public Affairs, Government & Public Affairs Leadership Team members, North American Leadership Team Members, Franchise leaders both in the US and globally, Regulatory & Medical Affairs colleagues. You will partner externally with Industry Trade Associations (e.g. PhRMA, BIO, MassBIO) U.S. congress and executive branch agencies with a role in the formulation of healthcare policy. Quasi-governmental policy setting organizations (e.g. MedPAC, U.S. Pharmacopeia, PCORI, Institute of Medicine) Major business advocacy organizations (e.g. U.S. Chamber of Commerce, Organization for International Investment (OFII). Patient and physician stakeholder groups with a role in the formulation of healthcare policy (e.g. American Cancer Society – Cancer Action Network, RESOLVE, National Health Council, Society for Women’s Health Research) Key Federal and State policy organizations and think tanks Federal and State political organizations (e.g. National Governor’s Association, Democratic Leadership Council, Congressional Black Caucus Foundation, congressional Hispanic Caucus Institute, Republican Main Street Partnership) Policy and Lobbying consultants. Biopharmaceutical industry and policy thought leaders. In this critical postition you will; Monitor, analyze, and report the impact of the many different coverage and reimbursement policies related regulations and publications related to Medicare, Medicaid and other government programs released by government agencies, quasi-governmental agencies and other third parties.Provide policy expertise and analysis to senior executives in the company and serve as the in-house-expert on the landscape and challenges related to patient access to current and future product portfolios. Collaborate in the development and implementation of strategies designed to secure coverage and reimbursement for EMD Serono’s products supporting EMD Serono’s business objectives. Develop written materials including slides, summaries, memos etc. Collaborate, with internal colleagues and external consultants, in the development of programs/projects in the coverage and reimbursement area to further distinguish the company as a leading innovative biotechnology company. As part of the Government Affairs team, serve as an interface to key state and federal agencies on policy issues. Develop and strengthen relationships in the health policy/regulatory community, including government agencies CMS, AHRQ, and MedPAC, and patient and physician groups. Represent EMD Serono as a policy advocate and thought leader in various external contexts (e.g., meetings with government officials, trade associations, stakeholder meetings, etc.) Develop policy strategic plan that proactively identifies and prioritizes policy initiatives that will advance U.S. business objectives in designated key EMD Serono therapeutic areas.
Who you are; An undergraduate degree is required BS/BA. An advanced degree such as a Masters in Public Health, Public Policy, JD, Public Administration or a related field is preferred. You will have 10 to 12 years’ experience in policy work for the healthcare industry. Strong familiarity with policy, clinical, business, and stakeholder dynamics in therapeutic areas of relevance to EMD Serono and familiarity with biotechnology and pharmaceutical industries. Experience in government preferred. Experience with policy issues relating to neurology preferred
