The Manager, Facility & Engineering will be responsible for ensuring BioReliance® Biotesting Services facility (~3,000m2 laboratory) is fully functional and GMP complaint. You will manage validation & qualification in accordance with quality management system requirements and manage the calibration/ preventive maintenance of plant, equipment and instrumentation.
The post holder will be able to perform the following functions independently, with minimal guidance.
Act as the business engineering lead for the design, construction, commissioning and validation of a new, world-class biosafety testing facility. This facility must comply with all appropriate regulations to operate as a biological safety level 2 (BSL2) facility and comply with Chinese and international regulations for good manufacturing practice (GMP).
Develop and maintain programs for validation, calibration, preventive maintenance, and repair for all facilities, utilities, equipment and instrumentation in the China facility. These programs should ensure continuous compliance with all appropriate regulations.
Execute programs for validation, calibration, preventive maintenance, and repair for all facilities, utilities, equipment and instrumentation in the China facility to support operational laboratory schedules in compliance with the quality management system.
Ensure all utilities (AHU, compressed air, utility gases, power, water, temperature control, pressure differential, waste streams, etc) are 24x7 maintained in a qualified state for routine laboratory operations.
Manage building management systems (BMS), Equipment Monitoring Systems (EMS), and an Asset Management system (e.g., Blue Mountain Regulatory Asset Manager).
Manage all engineering and facility services, including building & grounds, site security, site access control, site cleaning & waste management, and site pest control.
Implement environmental, health and safety (EHS) procedures.
Ensure facility permits from all required government authorities are obtained and maintained/ renewed in compliance with local regulatory requirements.
Act as the point of contact for the building landlord and local regulatory agencies.
Develop the annual Facility & Engineering plan, including budget and capital expenditure, to support all necessary programs for the China facility (e.g., preventative maintenance schedules, service contracts, etc).
Negotiate and coordinate contracts with outside vendors (biological/ chemical waste disposal, GMP cleaning, pest control, equipment maintenance & qualification, etc).
Perform tasks in accordance with SOPs and all applicable regulations.
Interact with employees at all levels of the company as well as customers, regulators, and vendors.
Provide troubleshooting and develop job related guidance in skills to colleagues.
Maintain key performance indicators and metrics to monitor and analyze the performance of facility and engineering programs and systems. Document deviations where they occur and implement corrective & preventive actions to continuously improve Facility & Engineering processes and systems.
Develop and provide metric reports to management on the performance, cost effectiveness and efficiency of Facilities & Engineering programs and services. Provide periodic communications to management on the status of department activities.
Develop time and cost estimates on facility modifications. Supervise the implementation of modifications within budgets and timelines once approved.
Performs other duties as assigned.
Who you are:
A minimum of a Bachelor’s degree in Engineering (mechanical, electrical, etc) is required.
A professional engineering accreditation (CEng, Eur-Ing) is preferred.
Minimum 5+years of experience in facilities management and/ or engineering management.
Experience of working in a GMP/ GLP environment and understanding of a Quality Management System.
Understanding of the operation of BSL-2 Lab environments is highly desirable.
Project management experience would be preferred.

Fluent in both Mandarin and English (fluency in reading, writing, and speaking in both languages)
Excellent oral and written communication skills
Excellent problem solving, customer service and planning skills.
Proficient in Microsoft programs and Engineering software systems. Experience with various BMS, EMS, asset management systems is preferred.
In-depth knowledge of laboratory facilities and systems (e.g., HEPA filtered HVAC, building management systems, fire alarm systems, security camera, etc), project and construction management.
Comprehensive knowledge of applicable local and international regulations, codes and enforcement standards.
Ability to read engineering drawings, blueprints and schematics.
