The World Health Organization determines the main virus strains for the upcoming flu season many months in advance. From there, vaccine manufacturers are under tremendous time pressure to release a product in time for flu season. Sterility testing is a key bottleneck in the process and customers are often in a race to be first to market so that countries will purchase their vaccine over a competitor and, more importantly, deliver a vaccine on time that might mitigate the world health effects of the flu strain.
